The Patna high court on Tuesday declared “illegal” reservations for Extremely Backward Castes (EBC) and Other Backward Classes (OBC) in Bihar urban local body (ULB) polls, observing that such quotas had “failed two out of three tests” set by the Supreme Court to determine the groups’ political backwardness.
